Problem - No Animals and Monsters are spawning

There are no animals and monsters although I have set this in the server.propeties so the difficulty level is set to normal what do I do there?

There's no built-in mob ai or spawning. You can use mob plugin https://cloudburstmc.org/resources/mobplugin.3/
