You want that kind of plugin for your server so your staff members don't have to be in gamemode 1 to fly and just want them to fly.
Well here is the plugin for you.
I made this same plugin a year or so back for Java Edition got some free time so made it for Nukkit.
The permission for this plugin is: fly.togglefly
and whoever has it can do /fly to enable or disable it.
This is version 0.0.1 which means I will probably add a new feature like /fly <playername> to make a player fly in the future or fix any bugs you find.
