Gamemode Forcing Plugin Help

Hello - I am very new to Minecraft servers, so I do not yet know anything about writing a plugin. I was looking online for a plugin that could force a player into the world's default gamemode when they enter the world in any way, but found nothing. if anyone could assist me in developing this plugin, that would be great. If anyone has either made or knows of this plugin, could you please send the link? Thank you.

force-gamemode=on in server.properties
