Not getting wheat seed?

Hi,
I managed to setup my own Nukkit server and so far so good. Now I was trying to get some wheat seeds by breaking gras with an iron hoe. But it seems that no seeds will spawn.
Is this a known issue or is the drop rate just very very low?

I did open an issue. After using three iron hoes I finally got one seed. So it seems as if the drop rate is too low.
