Plugin doesn't work

Hi,
I have coded a little plugin, that changes the Join/Quit-messages. But when I start my server it doesn't load... Could someone take a look at it and explain me why it doesn't work?

If I saw it right, you capitalized the first letter of your plugin.yml. Write it in lower case and then try again.
