I'm having the same problem! 
Running NukkitX Beta 1.14 (#557) hosted on BeastNode, and playing using Minecraft PE 1.14.0 on iOS.
I've tried to update the seed settings in server.properties and have also tried updating the seed in the Worlds section of nukkit.yml. When I restart the server it always shows the seed as -1 (which is not what I think I've set up.
Any help / advice would be much appreciated!
